Usually when you look up the guitar tabs or chords for a song (as a beginnner that is more suggested over trying to pick out the songs chords yourself) you should be able to easily tell which method you will be using or needing to use. When you pick a song versus when you strum it, picking is a little more delicate, sincere, almost more personal, but strumming is more clear, loud, and faster. Well when you strum it gives you a full, ringing chord, whereas when you pick the strings, it gives you a few notes of a chord (or just a few notes period depending on weather or not you are playing just one string or more than one). The difference between the two should be rather clear by now. When you pick a chord you only pick one, or just a few of the strings one (or maybe two or three) at a time. You would take your guitar pick and run it quickly over all the strings (that you are supposed to play) to make your chord. When you strum on a guitar, you play all the strings that the chord requires. Strumming or picking? Whats the difference? How does this make the song sound any different? How do I know which I should use? Why is one better for this song, but better for the other? These are all questions I have had at least once when starting out on guitar.
